Accomplishments
City of Winters, First elected in 2016. Representing fellow city residents. Collaborating with council for the greater community good. Led the push to create an Affirmation of Community Values. Championed the formation of the Climate Action Commission, Senior Commission, and Natural Resources Commission by Winters City Council. Passed a grading ordinance with tighter permit controls and built in checks and balances. Brought in a new audit firm to clearly understand city finance. Prioritized a new Winters Website with multi-lingual translations. Wrote and oversaw the Japanese Monument Declaration, and many other declarations for council. Hired two city managers in Winters. Pushed for creation of an ad hoc committee to accelerate the build of Paseo Park. Served on the Paseo Park Ad Hoc Committee and approved the contract. Brought Micro-transit to Winters. Prioritized purchase of modern software at city hall, engaged in Planning Committee interviews and selection….
SACOG- Board Member supporting Triple Bottom Line Regional Blueprint, advocated for and supported I 80 managed lane project. Co-Vice Chair of Transportation Committee. Working with 7 counties on regional projects including housing, equity, transportation, and grants. Advocated and won grants for Winters.
Yolo Transportation District, 202o Chair. Led through Covid-19 crisis, adoption of the Comprehensive Operational Analysis- (YoloGo), Retirement of first Executive Director, led through recruitment, hiring and steering sub-committee of Management Consultancy, recruitment and selection of new Executive Director, successful application for an $86 million Infrastructure for Rebuilding America (INFRA) grant, and other various grants. Proudly led the agency through our revitalized identity and commitment to being a multi-modal, regional transportation agency. Brought Micro-transit to Winters and am currently working on expanding service. Represented rural Winters at California Regional Transportation Authority (CARTA) I-80 managed lanes hearing. Currently working on long term planning and the I 80 managed lane project, which will begin in fall of 2024! Working to bring capital projects to our area to enhance biking and walking trails.
Valley Clean Energy, Community Choice Aggregation Non Profit Energy Provider, ensuring local control of energy choice. Served as Chair and Vice Chair. Recent accomplishments and strategic directions. Served as Vice Chair through securing of 3 MW solar and 3MW energy storage system in Winters, seeking 80% renewable for 2030 with 25% local source. Serving on the Board of Directors through a difficult time with CPUC rulings, drought, and high heat days, PGE bankruptcy hearings, PCIA changes, 4 budget cycles, and now, through our careful decisions, our current budget has a surplus. Helped bring charging stations to Winters in collaboration with SACOG, VCE and City staff.
League of California Cities Board of Directors, Worked with 364 city leaders and policy directors to support or oppose state legislation with focus on local control. With 3 colleagues, form a Rural Working Group who studied, chaired and proposed a Rural Caucus to the League of Cities’ Board and staff to address rural-specific needs, which resulted in the formation of a “Rural Information Exchange” focus for rural cities. Rural Information Exchange is still a premier offering of Cal Cites serving the state of California.
CalCities 2021 Sacramento Valley Region President, focusing on the delivery of services and long term direction through support of the CalCities Strategic Goals and Policies. Worked with colleagues to educate and create strategies to develop council norms and culture calming practices through the political turmoil of the pandemic and resulting impacts on local governance and their economies.
Cal Cities Board reorganization subcommittee member- worked to establish policies that advance equity, acknowledge need for renewed, intentional practices.
Yolo Water Resource Agency (WRA), 2016-2022, While Vice-Chair, worked with members on creation of the Yolo Sustainable Groundwater Agency (YSGA) . Served as strong member of the Executive Committee. Recent accomplishments include advocating for the addition of test wells and data collection on subsidence and other water related concerns for our subbasin/western Yolo/ Winters/ Golden Bear. Served as Vice Chair in managing through large changes that include: adherence to Sustainable Groundwater Management Act implementation, retirement of long time Executive Officer, Tim O’ Halloran, and the seamless transition and appointment of Kristin Sicke as the new Executive Officer.
HAC Hispanic Advisory Committee. Working with the City’s Advisory Committee to champion needs in the Latino(a) community in collaboration with city government. Collaborated on mission statement development, U.S. citizenship clinics, response to the Napa area fire, the Wood Park volunteer playground build, the new community garden build, Brake Light Clinic, and in creating the large Know Your Rights education forum that was done both in person and virtually online. Collaborated with Yolo Interfaith Immigration Network on ApoYolo Winters, as well as the formation of a 501c3 non-profit organization, Winters Community Corazón. Liaison and chief planner for Annual Festival de la Comunidad/ Carnitas Festival.
Community Corazón, Founding Director. A Latinx foundation to fund and promote success within the local Hispanic community. As Chair, I oversee organization and planning of Festival de la Comunidad and all donor relations and fundraising.
Rotary Club of Winters. In collaboration with fellow Rotary members, and in partnership with Solano Community College, founded the successful College Promise program to provide free community college to Winters High School student applicants, Chair 2018-2021.
Rotary Club of Winters and local community members. Worked with others in organizing, raising funds for the LNU Lightning Fire Response, which raised and distributed $123,000 through local donations in the Winters, Davis, Vacaville area.
Dia de los Muertos event planner Worked in collaboration with Winters Cemetery District to create an annual celebration in Winters- Dia de Los Muertos - in order to promote cross-cultural understanding. Event will be collaboratively planned with both Winters Library and Winters Friends of the Library in 2024.
Winters Joint Unified School District, worked with the school district to bring Dual Immersion programming to Winters as a best practice models to promote bilingual education. Worked with the school district as part of the panel in selecting immersion programs teachers. Currently serving on the panel for Roadmap to the Future for Yolo County Children and Youth.
Yolo Food Bank- Advocated for appropriate implementation of SB 1383, served as grant manager for Federal Grants, CBDG, and Corporate grants and Donor Relations.
City Council-Led push for Affirmation of Community Values. Created Climate, Senior, Natural Resources Commissions. Passed Grading Ordinance for grading and land safety. Hired new audit firm for city finance. Prioritized multi-lingual Winters Website. Oversaw Japanese Monument Declaration and many council declarations. Pushed for ad hoc committee for Paseo Park build. Served on committee and approved contract. Brought Micro-transit pilot and adoption to Winters, currently working on expanded service. Purchased modern finance software. Engaged in Planning Committee interviews for 8 years. Championed Blue Mountain Terrace build. Strong support for Fire department and PD equipment.

Introduced Micro-transit in Winters, representing area at CARTA. Planning for I-80 Managed Lanes , securing INFRA Grant and capital projects for biking and walking trails. Renewed focus on multi-modal transportation agency.
Valley Clean Energy As Chair and Vice Chair, we achieved goals like adding solar and energy storage in Winters, Putah Creek Energy Farm. We're working towards 80% renewable energy by 2030, with 25% coming locally. We also partnered with SACOG, to bring $2,912,00.00 to VCE, to install chargers county wide and bring charging stations to Winters.
As a League of California Cities Board member, I collaborated with city leaders to influence state legislation focusing on local control. I led a Rural Working Group, resulting in the creation of the "Rural Information Exchange" for rural cities, a key Cal Cites program in California.

Partnered with Yolo Interfaith Immigration Network for ApoYolo Winters and Winters Community Corazón. Organized Annual Festival de la Comunidad/Carnitas Festival.
Winters Community Corazon, Charter member. Leads Latinx nonprofit supporting success in local Hispanic community. I am lead planner of “Carnitas Festival”, donor relations ,and fundraising.
